How to add a FRAGMENT_GUID in table 'COMM_PR_FRG_REL'?

I have a product have two guids in table 'COMM_PRODCT',but only one record in table 'COMM_PR_FRG_REL',

Anyone can tell me how to add another GUID in table 'COMM_PR_FRG_REL'.
